1896 $1 PR69★ Ultra Cameo NGC.
In our experience, proof coinage from 1896 and 1898 is consistently of the highest quality and aesthetic appeal of any 19th century U.S. coinage. This observation is borne out by both Q. David Bowers and Wayne Miller, as seen on page 2563 of Bowers 1993
Silver Dollars and Trade Dollar of the United States:
"Proofs are usually very attractive. Wayne Miller wrote that Proof dollars of 1896-1898 evidence the most awesome cameo contrast of any Proofs in the Morgan series. Even Proof-62 and 63 coins are apt to have a special degree of aesthetic appeal. Proofs of this and the next two years show that the Mint could turn out exceptional products if it wanted to."
One explanation for the high quality seen on many 1896 proof dollars is that two obverse dies were used to produce the 762 proofs struck. Assuming that the first few dozen coins struck from a fresh pair of dies would be cameos, the fact that two dies were used should double the number of cameo coins produced. And that appears to be just what happened in 1896, even though other dates (the 1895, for instance) had two or more dies used to strike proof dollars. One can then surmise that Bowers' statement "Proofs of this and the next two years show that the Mint could turn out exceptional products if it wanted to" is not only true, but it also points to a conscious desire on the part of Mint employees to turn out a superior product.
With the reputation 1896 has for attractive proof coinage, at the PR69★ level, this coin represents the best of the best. The surfaces are suggestive of Ultra Cameo proofs that the Mint produced beginning in the 1980s. It is truly remarkable that such a coin predates those coins by some 80 years. The fields are extraordinarily deep in their mirrored reflectivity. This, of course, is in part from the sharply contrasting frost on the devices, but it is also simply because the fields on the dies were so heavily polished prior to striking and t

Critical microscopic examination of this amazing jewel fails to reveal even the slightest imperfection with the sole exception of an almost imperceptible hairline in the left obverse field, the only reason we can find to keep this from a Perfect Proof-70 grade. One of just 205 coins struck, this is the second highest mintage Proof Quarter Eagle issue in the entire Liberty series. Only the 1901 issue had a higher production of 223 pieces. This is a fully struck example with extraordinary cameo contrast, so highly desired today. At the time these coins were struck; however, Mint personnel did not consider cameo contrast to be a good thing, and they must have been particularly displeased with this example. At the close of the 19th century, technology of the time did not permit the crevices in the die to be polished. Thus it was the original die finish that created the cameo effect that is so dearly loved today. Coins struck from new Proof dies exhibited a full complement of cameo contrast. As additional coins were struck, the actual minting process served as an agent to polish the recesses of the dies, thus reducing the amount of contrast until, eventually, coins did not retain any contrast whatsoever. It is not inconceivable that this example was the very first 1900 Proof Quarter Eagle struck, or at least it was produced quite close to the beginning of production.
This is a captivating coin that will stop any collector in their tracks upon initial examination. Although we have handled a few other nearly perfect examples of this issue, we do not recall any with contrast equal to this. The devices are bright yellow with full mint brilliance while the fields seem to have never-ending depth. The surfaces of that watery or wavy appearance of true Proof gold coins. Every design element on both sides is absolutely fully defined. Liberty's hair is complete in every respect, with each and every strand perfectly defined. Similarly, the eagle's feathers are

Magnificent white on black contrast and pristine fields and devices may be par for the course on a modern proof Statehood Quarter, but to find this extraordinary combination of preservation and production quality on a nineteenth century Barber Quarter is remarkable. A couple of pinpoint obverse planchet flaws, which are strictly of mint origin, are all that deny perfection. As is often the case for the proof Barber series, the surface within and just beneath the ear is mirrored, the outcome of low device relief in the vicinity, and thorough die preparation by the dedicated mint employees of the day. Surprisingly, as of (9/05), the present piece is not alone at the PR69 Ultra Cameo level, and shares its status as finest certified with one other specimen.
